Voucher for Technical Assistance (VTA) Programme

DBJ Voucher for Technical Assistance Programme (VTAP)

The Development Bank of Jamaica (DBJ) has implemented a capacity-building programme named “Voucher for Technical Assistance (VTA)” to provide additional technical assistance to Micro and Small Enterprises (MSEs). The VTA programme came into force because it was recognized that MSEs have significant structural problems which have made it difficult for them to access financing. Under the programme, MSEs which operate in selected sectors will receive vouchers in various denominations (up to $200,000) to be used to access a variety of services provided by Business Development Organisations (BDOs).

 

Objectives and Benefits

The ultimate objectives of the VTA Programme are to:

  • Assist MSEs to improve the management capacity of their business operations;

 

  • Improve MSEs’ ability to access DBJ loans through Approved Financial Institutions (AFIs); and

 

  • Expand business activity generally, thereby increasing production, employment and sustained development of MSEs in Jamaica.

In September 2015, the Bureau of Standards Jamaica (BSJ) signed a MOU with the DBJ essentially allowing the BSJ to become an approved BDO. The BSJ’s partnership with the DBJ will assist MSEs to more easily access the services of the BSJ; to inculcate standards and quality in their operations. Operationally, vouchers will have values up to $200,000 or 70% of the cost of the service, whichever is lower. Registered MSEs can access the following services from the BSJ: Testing (Microbiological, Chemistry, Mechanical, Electrical); Metrology; Certification; Label assessment and Packaging; Training in quality and industrial operations; Purchasing local, regional and international standards.
